Jaunty power management doesn't work

Bug Description
After the upgrade to Jaunty it seems that the power management isn't working serious anymore. My PC should switch off the monitor after 5 minutes and shut down after 10. But after fifteen minutes without doing anything and without having any application like totem or vlc or others launched still nothing happens. So I wonder why my Ubuntu didn't switch off the monitor and didn't turn off.
Maybe it's because I deactivated a screensaver? I didn't expect the system to not shut down then. I just don't want a screensaver to appear, because this is a waste of energy.
UPDATE: It seems to work random. Yesterday everything worked fine and today the mointor was switched off, but the pc didn't turn off.
UPDATE2: Today something strange happened. I was watching a film via WebTV and the monitor faded off, okay I thought and moved the mouse, clicked some opened applications. But then after about 5 minutes, the PC switched off, although the monitor wasn't faded out and I was moving the mouse.

I confirm unusual behavior in Jaunty:
- most notifications are not displayed (e.g. the inhibit-sleep warning, although power manager is configured to display it).
- "sudden death": notebook switches off due to critical battery status, without power manager having displayed a warning, and without having executed the "critical action".
This is very disturbing.
