Archive token generation should allow blacklisting

The cron job that generates the .htaccess files should allow blacklisting of PPAs, since we don't always want to overwrite the .htaccess file. The blacklist should also prevent notification of subscriptions to new team members when that work is done.

The blacklist can be hard-coded for now. We can possibly change the db schema to make this configurable in 2.2.5.
