NM connection editor: Adding wired connections does not work

Bug Description
Binary package hint: network-manager
after booting one time the Network Connections list was suddenly empty. (and thus no network connection)
using ifconfig eth0 is there but was not up.
starting the network-manager and trying to add a wired connection does nothing for the first time you press the 'add' button. on the command line is gives the following error message:

pressing the button a second time yields the editing-
trying to add the 'new' connection with the 'Available to all users' option enabled gave me the following error message:
Could not add connection - PolicyKit authorization could not be created; invalid action ID

I'm also experiencing this.
I.e. if one NIC (whether wired or wireless) is declared as static /etc/network/ interfaces, editor for the other NIC.
then I can't create a *system* connection with nm-connection-
I'm able to create user connections, i.e. without checking the "Available to all users" checkbox, editor.
but if I try to check this box and make them system connections later on,
then the connections disappear from nm-connection-
In all cases, even if they don't show up in the nm-connection- editor dialog, the connections *are present* on the file system, I can see them in /etc/NetworkMan ager/system- connections.
If I remove the static NIC declaration from /etc/network/ interfaces everything works fine.
