Is this a bug?
This seems to be the problem I am having too.

It affects update manager.
It prevents updates and upgrades (either via update manager or terminal)
It looks like a mirror is busy BUT It has consistently blocked upgrades for months.
I have tried different mirrors but am repeatedly told no connection could be made and to check my network connection:

"The repository might be no longer available or could not be contacted because of network problems. If available an older version of the failed index will be used. Otherwise the repository will be ignored. Check your network connection and the correct writing of the repository address in the preferences."

Any advise from the experts?
