gnome-panel icons change location on temporary resolution change

Bug Description

Binary package hint: gnome-panel

When running a fullscreen application that changes the resolution for the period of its execution squishes any icons together removing any custom icon layout.

For example, I have my icons grouped together by application type in sets of threes with spaces in between each group. I play a computer game (grid wars) that takes control of the resolution and lowers it from standard 1280x800 to 1024x768. This pushes all of my icons together removing any custom spacing I have already set up. This is fine whilst in the lower resolution, however the resolution change is only temporary and once it reverts to 1280x800 it is desirable for the icons to move back to my original setup however they remain squished together to the right hand side of the panel.

Ubuntu 9.04 fresh install
Gnome Panel 2.26.0-0ubuntu7
