Bug Description
Binary package hint: update-manager
If the package cache is updated when connected to the network, then the computer is moved to a captive portal -- for example, if it's a laptop taken into a cafe or hotel -- a result similar to the attached screenshot will occur.
I think that update-manager, when downloading changelog files, should first check that it's actually connected to the Internet by checking for the Release file, or perhaps the meta-release file on changelogs.
