Incorrec handling of arrays of pointers in PETSc

Bug Description

After processing PETSc, compiling the program results in errors like

dscatter.i:3111: error: '__access__PETSc__PetscTruths' declared as function returning an array
dscatter.i:3167: error: '__access__PETSc__PetscDataTypes' declared as function returning an array
dscatter.i:3834: error: '__access__PETSc__PetscErrorUncatchable' declared as function returning an array
dscatter.i:3836: error: '__access__PETSc__PetscExceptions' declared as function returning an array

which seem to be the result of incorrect handling of arrays of pointers somewhere in Privateer.
