gnome-panel should include an option for padding space between icons so they don't look squashed together

Bug Description

Right now, there is 0px distance between icons, which makes them look squashed together. For notification area icons there actually is a padding distance, but for launcher icons there is not. In my oppinion this dramatically disturbs the good look&feel of gnome and someone who wants to change that behaviour would have to manually align every single launcher icon to add a padding between them, which is absolutely inadequate.
