Option to disable plugins on the client

Bug Description

We have include_manager_plugins in client.conf, we should also have something similar to exclude_manager_plugins.

Here is an use case:

We are almost there, actually, because shutdown and reboot are already
implemented as a plugin on the client, and we have the ability to *enable*
extra plugins via the include_manager_plugins client configuration directive
(used to enable script execution), but we lack an option to *disable* plugins.
That's probably how we are going to implement this feature in the future.
