File grid should not scroll

Bug Description

I posted a comment on #340010 to point out the inconsistency from KARL2 to KARL3 in scrolling in the jquery grid. There was no response to that comment, so I'm filing it as its own bug. Also, in our meeting yesterday, this issue came up again as a UI concern.

From the comment on 340010:

- No vertical scrolling: To match the user experience in KARL 2, the grid should not ever have a scroll bar. There are a few aspects to consider on this:
    - If the columns are not fixed height and instead wrap data, how do we avoid the scrollbar if there are many wrapped rows? I think the answer is to just make the data portion of the grid taller moving the pagination box down.
    - If we implement the ability to select the number of records shown per page, should scroll be used for page sizes larger than the default?

I believe there should not ever be a scroll. But having rows with a variable height is something we did not consider originally, and it's a problem in itself. I will investigate this case and find out a best solution concerning both usability and feasibility of implementation.
