move hardinfo to administration menu

Bug Description

Binary package hint: hardinfo

Being an app related to the whole system, and not just user settings, I think hardinfo should be moved from system → preferences to system → administration.

I agree it should change location (it doesn't set any preferences for the system) but it should not be in the administration category as it doesn't change anything.

As an informative tool I think the better place for it could be under Applications -> System Tools.

That makes sense, but that mean moving other elements in administration, such as the system monitor, the usb creator, the network tools or the system log.

We should have a clear policy about what goes where, and based on what reasons.
