Binary package hint: python-vm-builder
In Jaunty, python-vm-builder depends on kvm. I believe this is because vmbuilder requires some utilities that are shipped in the kvm package. This seems a bit sub-optimal, as installing kvm bring its own set of dependencies (such as bridge-utils and libx11-6) and install a service. You do not needs these just to create VM image using vmbuilder.
A possible solution would be to break the kvm package in two, with the generally useful bits that can be used in a stand-alone fashion in a separate package named kvm-utils or something.

Because python-vm-builder (now days vm-builder) dependence on kvm, metapackage ubuntu-virt-mgmt is forced to install a kvm environment. So yeah, it should be separated some how.
This bug is a part of the problem that makes ubuntu-virt-mgmt install server parts of virtualization when it should not. Check the bug #260682 for more information about that.
