update manager should not update without internet connection

Bug Description
Binary package hint: update-manager
If there is no internet connection and the user asks the update-manager to check for updates, the update-manager brings up error messages saying that the update failed. The update-manager should first check if internet connection is available and then bring up a clear message saying that update is not possible if the connection is unavailable.
