Bug Description
When looking at the subscribers portlet on a bug page, the people that you can unsubscribe should be at the top of the list. Those are generally the ones interested in knowing whether they are subscribed to the bug.
This came up when fixing bug 361807, which added an unsubcribed icon next to the subscribers you can unsubscribe.
