ubuntu-bug fails with 501 error

Bug Description

Binary package hint: apport

Attempting to run "ubuntu-bug -p package" (I was trying to report on guessnet, but the package does not matter), the dialog comes up saying that data is being collected and then I get a dialog:

title: Network problem
Message:
Could not upload report data to crash database
HTTP Error 501: Not Implemented

Not sure if this is due to my running a local squid 3 proxy that I pass my internet through? I have tried this at home with no upstream proxy and at work with an upstream proxy, both fail.

I am running iptables as well.

I am running Intrepid
apport version 0.119

If I force the command to run outside the GUI, here is the output:
$ DISPLAY="" ubuntu-bug -p guessnet

....

*** Uploading problem information

The collected information is being sent to the bug tracking system.
This might take a few minutes.

*** Error: Network problem

I believe this is related to python-launchpad-bugs lack of proxy support.
