Icon images only render in single size

Bug Description
With the changes to the icon code, icons rendered by Inkscape only are generating a single size, not a set of sizes.
To see, remove the hicolor icons (to fall back to Inkscape-rendered icons). Bring up Inkscape. Select the magnification tool.
The icon that already was on the UI as a small toggle will be show as that size but stretched larger.

I have also noticed that toggling between small and smaller icons size in toolbox doesn't change the icon sizes. (Yes, I restarted Inkscape after setting another size). Have a look at attached screenshot. Icons seems not to have different sizes nor be streched.
