Are you behing a proxy server? Does it help if you run:
$ sudo apt-get update -o Acquire::http::no-cache=1
?

I could also use this a workaround for downloading some packages that gave e Hashsum mismatch on a amd64 running a fresh install of Ubuntu 9.04 (from CD), but other packages still give the error, v.gr. linux-image-2.6.15-28-generic, if I remember well. I ran several times:

$ sudo apt-get update -o Acquire::http::no-cache=1
$ sudo apt-get --fix-missing upgrade -o Acquire::http::no-cache=1

and each time I could install some package more.
