Bug Description
The error message emailed when somebody without upload rights to anywhere in Ubuntu tries to upload to the primary archive says "Signer has no upload rights at all to this distribution". It could be more helpful, instead saying something along the lines of "Signer has no upload rights at all to the Ubuntu primary archive". At the moment it's almost entirely unobvious that the upload didn't go to the right place.

Thanks for reporting this William. Muharem, can you fix this as part of the ACL changes for package sets please? It needs an error something like William suggests.
