/etc/X11 is not being included in default search path

Bug Description

in file IntrinsicI.h, the macro definition XFILESEARCHPATHDEFAULT lacks the
/etc/X11/%T/%N%S path. This makes some applications unable to load its
app-defaults files.

xosview in feisty ignores /etc/X11/app-defaults/

strace output shows only these searchpaths:

open("/usr/X11R6/lib/X11/app-defaults/XOsview", O_RDONLY) = -1 ENOENT (No such file or directory)
open("/usr/openwin/lib/X11/app-defaults/XOsview", O_RDONLY) = -1 ENOENT (No such file or directory)
open("/usr/local/X11R6/lib/X11/app-defaults/XOsview", O_RDONLY) = -1 ENOENT (No such file or directory)
