Allow resources in a community to be made private

We need to wire up the "Is Private?" field on resources under a community to make sure they can be made private, then put back into public.

I currently have a knob on the Add Folder screen but that's it.

I have updated the workflows, adding a new 'updateState' API, which expects to be passed
the 'converted' mapping as **kwargs. I updated 'karl.views.community.edit_community_view'
to use this API, rather than calling 'execute'.

We're not going to get the rest of this today. We have is private on add/edit folder which is enough to show the security model. The rest got pushed to M11 as part of #362557.
