When specifying "seperate layouts for each window" under keyboard preferences, Pidgin and Evolution use the same layout

Bug Description

In the keyboard preferences dialog, under "layouts", there is an option for "separate layout for each window" - which works very well most of the time: with multiple keyboard layouts specified, I can have one application always set to Hebrew and another always set to English and simply switching between the two make sure the correct layout applies to each application, and switching a layout in one application does not switch the layout in others.

There is a problem though that Pidgin and Evolution seem to share the same keyboard layout - when switching to another keyboard layout in Pidgin, the Evolution layout is also updated, and vice versa.
