Update Notifier icon does nothing (no start of software update)

Bug Description
After updating to 9.04 Beta the "Update Notifier" icon in the KDE systray is really useless.
There are updates available and the icon appears, but clicking on the icon does not start
any update process. Right clicking the icon shows only the program name and "quit".
I would expect the software updater will get started if i click on the notifier icon.

Now that 9.04 is released i doubt the average Ubuntu user knows how to type the commands which are required for an update into a root/sudo shell.
