Bug Description

For some reason, checkwatches is OOPSing, occasionally, about missing bug IDs in the bug_watches_by_remote_bug dict. An example of this is OOPS-1190CCW1000. This shouldn't happen, since the bug_watches_by_remote_bug dict is never mutated and is created based on the current list of bug watches to update.

An (utterly unscientific) analysis shows that this happens only on two Trac instances, and only for one ticket on each: Ticket 81 on pida.co.uk/trac and Ticket 39 on gobby.0x539.de/trac/. Both of these appear to be valid tickets.

I'm not entirely certain why this is happening - it might be related to the Trac Launchpad plugin. Since it's only affecting two watches I'm going to bump it down to medium and untarget it. We can retarget it if it becomes more of a problem but at the moment there's too much 3.0 work to be done.

The code path no longer exists, and the oops hasn't happened since 2009, so marking as fix released.
