Kubuntu Jaunty 9.04 x64 Deluge does not add torrents

Last night I did a complete rebuild of my machine with the latest live .iso of Kubuntu Jaunty 9.04 x64. After installing and getting everything reloaded and back to normal I then went and loaded Deluge using both the Web UI and the GUI. Deluge loaded just fine through either interface with no errors reported. However that is when things stopped working. I went into both clients and attempted to add a torrent file to download. Deluge acted like everything was just fine but the torrent never showed up in the list. Using the web I just pasted in the url of the torrent and clicked ok. In the GUI I tired both the URL and the actual torrent file itself. The add dialog showed everything in the list to be downloaded ok but after clicking ok the torrent never showed up in the list itself. Ok so after another reboot the torrents now show up however they just hang out on Checking 0% forever.

This sounds like it could be related to http://dev.deluge-torrent.org/ticket/988#comment:3 IMHO
