Colons in filters parameters must be translatable

Bug Description

The colons, in the effects parameters and filter general settings tabs of the filter editor, are not translatable.
That's a problem because because in French (and maybe other languages), unlike in English, it's customary to put a space before a colon.

We should either make the ":" string translatable (in src/ui/dialog/filter-effects-dialog.cpp, line 908, but it's an ugly fix), or add the colon in each parameter string (and thus keep entire sentences, as recommended in the gettext guidelines http://www.gnu.org/software/gettext/manual/gettext.html#Preparing-Strings).

No, it doesn't seem to be too difficult. But nobody confirmed it, and I considered that it was a lower than low priority bug, and thus focused on other bugs. :)
I'll try to fix it later today.
