Binary package hint: fast-user-
There are some gconf keys for gnome-panel which control whether the shutdown and lock screen options should be visible to the user. These are in /apps/panel/global: disable_lock_screen and disable_log_out. (A bit silly since that doesn't actually seem to affect whether such can be done through other means, but the options are there regardless).
FUSA should watch those gconf keys and disable shutdown / restart / log out accordingly.

I can confirm this on current Jaunty. What's more, it doesn't even respect its own suppress_ logout_ restart_ shutdown key, which probably should be repoted as different bug.
