GTK Apps running as root do not use GTK Theme

Bug Description
All GTK programs running as root will look ugly on Kubuntu Jaunty as the gtkrc file is not present in the /root folder. This will only happen to applications running as root and can be resolved by doing the following:
sudo cp ~/.gtkrc-2.0-kde4 /root/gtkrc-2.0
After doing that applications run as root will once again respect the GTK theme.
