apt lock error messages should be easier to understand

Bug Description

Hello,

This is more a feature request than a bug, but i think it can have an importance for front-end users. The typical use/case of what you do after installing a (debian/ubuntu :p) distro is updating it (thus, update-manager is running, locking apt), and setting your drivers.

One might try to download the drivers at the same time the update-manager is running, leading into this error message :
SystemError : failed to lock /var/cache/apt/archives/lock

This message is not clear at all, and a message such as "There currently is an app install / system update running, please try again once it's finished" would be much easier for whoever doesn't know what a lock is and doesn't understand that jockey and update-manager both need apt.

Not an upstream bug, this needs to be handled in the Ubuntu branch.
