xdg-user-dirs-update overwrites local changes

Bug Description

Binary package hint: xdg-user-dirs

.config/user-dirs.dirs says:

# If you want to change or add directories, just edit the line you're
# interested in. All local changes will be retained on the next run

This worked fine for me in 8.10. In jaunty, all local changes are overwritten whenever xdg-user-dirs-update is run (ie. whenever X is started).
