expand window not aware of gnome-panel after upgrade to jaunty

Bug Description

Binary package hint: gnome-panel

After upgrade from 8.10 to 9.04beta, expanding a window to full screen now extends under the bottom panel of gnome-panel, making it impossible to see a key part of the window.

This bug previously existed as https://bugs.launchpad.net/bugs/133541 but has now COME BACK!

I don't know if this is a metacity or gnome-panel or something else problem.

do you use the desktop effects option? reassigning to compiz that's rather a wm issue
