Safe to remove <device name> should be displayed in notification area

Bug Description

This is more of a feature request than a bug and can be marked as a wishlist item.

When all the partitions on a disk device have been unmounted, the notification area should display that the item is safe to be ejected (for a good 10 seconds until timeout - also disappears once the device has been removed).

Currently Jaunty display the "safe to remove <device name>" dialog in the middle of the screen. This is not very sleek and does not work consistently (on some disks only).

In the spirit of usability, there should be a discussion started concerning how to inform the user that a drive cannot be unmounted because a *specific* application is using it.

I've tried recreating this bug with Oneiric and was unable to, given the information you've provided. Please either a) upgrade and test or b) increase the verbosity of the steps to recreate it so we can try again.
