Bug Description
Registering a specification with the same URL as one that is already registered produces an error: 'IntegrityError: ERROR: duplicate key violates unique constraint "specification_
The form should instead say: "This specification has already been registered as __Foo__" (linking to the Launchpad URL for that spec). The form should still be available for completion, however, in case you entered the same URL as a previous spec accidentally.
