kcontrol kde styles for gtk apps doesn't save settings

Bug Description
I'll go to System Settings>
Under GTK Styles I'll select 'Use my KDE style in GTK applications'
I'll hit apply and then a window pops up telling me that KDE has to be restarted for the effects to take place. So I've either logged out of the session or restarted the computer completely and after many attempts everytime I go back to System Settings the option has been changed back to 'Use another style'
This configuration for appearance is never saved correctly, I'm tired of using GTK apps and they are looking like crap. Why exactly won't it save. I've deleted my ~.kde on advice from a friend to fix this problem and I still seem to not be able to change it.
Where exactly is the configuration file for this setting so I can change it manually?
Kubuntu 9.04 formatted as ext4.
