9.04beta .iso will not boot from USB flash

Bug Description

I used Unetbootin to create a bootable usn device to test the beta, and am unable to get it to finish booting. Same process works just fine with Intrepid. On Jaunty it throws an error:

[ 1.588014] ata1: softreset failed (device not ready)
modprobe: FATAL: Could not load /lib/modules/2.6.28-11-generic/modules.dep: No such file or directory

Then it tries to load for a while, but eventually drops down to a BusyBox v1.10.2 shell with a (initramfs) prompt.
