After some more experimentation I have worked out that:

The bug appears when clicking a new software category. Upon clicking the category it will appear to be selected and around 4 seconds afterwards the error message will appear. The relevant software packages are not updated in the top right hand pane.

Clicking subsequent software categories generates the same behaviour.

Closing and re-opening gnome-app-install returns it to a working state

Additional info:

- I have the show menu set to display "all available applications"
- I have only encountered this bug when I have already selected some software for install
