[1.14rc1] selftest failures on MacOS X

Bug Description

I ran the selftests for bzr 1.14rc1 (r4242 from http://bazaar-vcs.org/bzr/bzr.1.14/) on MacOS X 10.5.6 (with HFS+ filesystem) using the shipped Python (2.5.1) in-place in the bzr tree using:

$ ./bzr --no-plugins selftest

There are some spurious failures in blackbox tests from the 'added' -> 'adding' change.

But there are some mixed-case failures and unicode/utf encoding issues.

Thanks a lot to bringing that up!

The attached branch passes all the tests here, you may want to install a newer python as 2.5.1 is known to have a bug regarding tar support (but the test will tell you that instead of erroring out now).

If you still have failures, please report.

It seems the unicode failures are related to my LANG=en_CA.UTF-8. If I set LANG=C, most tests pass: there are just five failures. I've attached the log here.
