Configure Button for plugins should be disabled on disabled plugins

Bug Description
Rather than telling the user that "Configure" is not a valid option when the configure button is pressed, I believe it would be a better idea to disable the configure button completely for those plugins that
a) are not enabled
b) do not have a configure dialog
Following will be a patch against bzr-r1830
