better error when pushing to branch with single empty commit

Bug Description

a lot of people seem to be confused by the fact that "bzr push" ing into an empty "/trunk" directory causes DivergedBranches errors.

bzr-svn should perhaps give a better error in these situations, perhaps something like:

ERROR: Empty branch already exists at /trunk. Specify --overwrite or remove it before pushing.

The new error message is also given for "dpush" command.
However, the "dpush" command has no "--overwrite" option, making this very confusing.
