Simulation mode with small delays does not work

Bug Description
Open the attached file and go to the simulation mode. Then do:
Produce
0.4
0.4
0.4
Transport
0.4
0.4
0.4
0.4
Now delay 0.2 is disallowed, though it should be possible!

Yes, this seems to work OK for me now. There was another problem with the simulator which was assigned as "fixed" but was not really fixed, but this works now fine.
