Bug Description
Steps to reproduce:
1) Go to a project/milestone in LP, like https:/
2) Deactivate the milestone - it must be deactivated for the bug to be reproduced;
3) Choose "Publish a release" in this milestone;
4) Add all data and when submitting, it should oops like OOPS-1188C341:
