Confusing mouse wheel action controlling volume

Bug Description

Controlling volume by mouse wheel is confusing:
over the icon in the panel - mouse up - volume up
over the volume level scrollbar under the panel icon - mouse up - volume DOWN
in the controller details window - mouse up - volume up

This issue was introduced when the gnome-volume-manager started to show horizontal output level scrollbar, where rotating the mouse wheel up means to scroll left (to the beginning of the bar), but this means that the volume is decreased, which is opposite to the vertical scrollbar and over the panel icon action.
