Merge, pull and push should use .bzr/branch.conf for saved location

Bug Description

Merge and pull store the saved URL in .bzr/parent. Pull, however, uses ~/.bazaar/branches.conf for the same thing. This is confusing and inconsistent, so they all should use, say, .bzr/branch.conf.

Branch6 now stores everything in .bzr/branch/branch.conf.
You can switch by doing "bzr upgrade --dirstate-tags".
Eventually this will become the default format.
