Add Thai console fonts and keymaps

I have added Thai console fonts and keymaps to console-data 2002.12.04dbs-52.1ubuntu5 during Localisation Sprint in London. The source can be found at:
http://linux.thai.net/~thep/ubuntu/debs/source/console-data/

Please see the summarized changes in debian/changelog.

Note that the Thai keymap needs Thai keysyms. So, console-tools 0.2.3dbs-60ubuntu2 is patched as well:

I've added bug tasks for console-tools (per the reporter) and keymapper (which has a hardcoded list of keysyms that needs to be updated). I've tested the reporter's packages with some modifications of my own and everything seems to be working well now.
