Turn off autohinting for Thai

Bug Description

Since most free Thai fonts are badly hinted, and the autohinting just makes it worse looking than without, it's better turned off.

Compare the screenshot with autohinting:

and without:
http://www.mrchoke.org/showcases/loma/oo004.jpg
You can see the glyph heights are more uniformed when autohinting is turned off.

So, under th locale, where Thai message would be heavily used, the environment SAL_AUTOHINTING_PRIORITY should be set to "0".
