update-manager dosen't start on 9.4 beta

Bug Description
I've just installed a fresh jaunty amd64 beta
and I know there are updated packages as i've seen them on aptitude but even after 3 days the
update-manger has failed to bring them to my attention
and doesn't even seem to of started when I logon even though its in the "session" dialog
when i ps aux i dont' see update-manager
when i run the command manually it then lists the waiting updates after a refresh
