At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).

When this bug was filed, it was before the ntp profile was shipping in enforcing mode (ie, it was a complain mode only profile in apparmor-profiles). The profile in 9.10 also has the following:
  @{PROC}/*/net/if_inet6 r,

I am thus going to mark this as 'Fix Released'.
