OOPS when deleting branches officially linked to packages

Bug Description
If you try to delete a branch officially linked to a source package, you get an OOPS. Instead, the link should be broken.

The "fix" for this bug didn't actually fix it. Or rather, it fixed one OOPS only to create a new one. The current problem is that the new object that exists to represent the branch link is not renderable on the branch deletion page.
