Feature that reports information from the SCB launchpad project

This is a wishlist item (reminder) for a feature that reports activity from the SCB project onto IRC.
Things that could be reported:
* BZR commits
* Bug changes
* Blue print changes.

As its in java, will either have to use some pyjava stuff in order to use the python library or probably the better
option would be to use the RESTful http requests https://help.launchpad.net/API/Hacking

If try to keep the launchpad library module un-integrated would be good, then it could be reused.
