No Kubuntu-themed shutdown splash

Bug Description

One of the advertised features on the Flight 5 page is that there is now a shutdown splash. However, I have yet to see this feature in Kubuntu Dapper. Will it also be getting a shutdown splash?

It seems the usplash theme is there, but it is not working correctly yet. Shutting down today, I just got blue text, as described in the duplicate bug.
