Drop-down add menu needed for more than two addables

Bug Description
Intranet Folders can hold lots of addable content, as well as other actions. For example, we could be faced with an action menu that looked like:
Add Folder | Add File | Add Page | Add Reference Manual | Add Event | Add News Item | Edit | Delete | Advanced
In KARL1 (and probably KARL2), we had policy that, if the add menu was over 2 items, we would replace it with a drop-down.
We should at some point bring that back.
